Basic directions of reformation of ZHKKH:

• perfection of control system, exploitation and control;

• passing to the contractual relations, development of environment, grant the users of possibility to influence on a volume and quality of consumable services, competitive selection of organizations, management a housing fund and him , providing the communal enterprises of , by an equipment and executing project-build works;

• perfection of the system of payment of habitation and services, including establishment of enhanceable on the area of habitation and consumption of public utilities, and also payments depending on quality and habitation;

• perfection of the system of social defence of : organization of the existent system of privileges, strengthening of address orientation of the facilities selected on these aims.

It is necessary for development of competition:

• forming of local self-government of order organs on service and development of objects of the setting;

• organization of the system of calculations for produced and services on the basis of agreements, and also application of economic approvals for contractual delinquency;

• bringing in on equal in rights basis of organizations of patterns of ownership for providing of services.

In this connection organs of executive power of subjects of Russian FEDERATION, organs of local self-government through services of customer and housing inspection of subject of Russian FEDERATION

1) carry out control after establishment of tariffs on services for a population and other by introduction of estimation of objectivity of calculation of expenses of enterprises — natural monopolists and income for forming of prices, and also provide participating in work of of power commissions of all interested parties at establishment of tariffs both for organizations of economy and for organizations — suppliers of fuel and energy complex;

2) promote and independence of managing subjects for passing to the contractual relations in the field of production of services;

3) control providing within the framework of contractual relations of the assured maintenance of users of services at the level of federal social standards;

4) instrumental in introduction of devices of individual account and flow-metering of water, heat, gas and other.
